Whether a better branch at a lesser institute beats a lesser branch at a better one depends on what you actually want to do afterwards. That is the conversation worth having before you lock the list.
Talk it through before you submitNo. If you do not qualify for it, the system simply moves to your next choice. There is no penalty, no "wasted" choice, and no signal sent to the institute. This is the single most common misunderstanding in JoSAA counselling.
Putting safe options near the top. Allotment stops at the first choice you qualify for — so a safe choice at number three means choices four onwards can never reach you, however much you would have preferred them.
More than you think. There is no limit and no cost to a long list. The real risk runs the other way: a short list of ambitious choices with no safe option at the bottom can leave you with no allotment at all.
Only below everything you do want, and only if you would genuinely accept it. A choice list is a statement of what you will take — if a seat is allotted and you accept it, that closes your other options for the round.
